Booking Process

All incoming persons to the Jail are patted down and searched for personal property. Any items not declared and found after the initial search can be considered Supplying Contraband and subject to a separate Criminal Charge:

  • ORS 162.185 Supplying contraband. (1) A person commits the crime of supplying contraband if (a) The person knowingly introduces any contraband into a correctional facility...(2) Supplying contraband is a Class C felony. [1971 c.743 §194; 1983 c.815 §9; 1997 c.249 §48​

Next, the Arresting Officer/Deputy completes the Custody Report with basic information (Name, Address, DOB, Height, Weight, Emergency Contact) and the charges, bail, victim information, and summary of the incident. This information is entered by Jail Staff into the Jail Management System (JMS). Jail Staff ask questions, take two photos, complete the Medical & Suicide Questionnaires, and inventory all personal property including money.

If an AIC is being charged with a new crime or Probation Violation, he/she is fingerprinted using an advanced machine that transmits the fingerprints electronically to the Oregon State Police Identification Bureau in Salem, Oregon.

If the AIC is under the influence of alcohol or a controlled substance, they are held in a Booking Cell for observation until able to be housed in population. 

In Oregon, AIC's have no right to a phone call, but the Jail does provide phones to call family & friends or to arrange bail. After the Booking process is completed, Jail Staff issue a Personal Identification Number generated by the JMS for the AIC to use to place a call. Generally, AIC's can only place collect calls but our Current Phone Service Vendor allows free 3 minute phone calls to home and cell phones the first time that number is used. At the end of the call the Phone Company will explain how to set up a pre-paid calling plan. 

AICs are issued a bed roll (blankets, sheet, pillowcase, mattress cover) mattress, pillow, and hygiene kit (cup, spork, shampoo, soap, toothbrush, toothpaste, and a comb). An optional item offered to all AICs at the time of Booking is a Writing Pack (3 pre-stamped envelopes, writing paper, and a pencil). Both the Hygiene and Writing Packs are charged to the AIC's Account. If an AIC has no funds, this creates a Debt.

After an AIC is cleared Medically and Sober, he/she is Classified and Housed using an Objective Classification System based on:​

  • Current Charges
  • Prior Charges
  • Whether or not subject is sentenced
  • Whether or not subject is prison bound
  • Whether or not subject has holds from other Agencies
  • Past/Present Jail or Prison Disciplinary Issues
  • Ties to the Community
